A bold reality check: Belarus’s political scene just shifted as Lukashenko released a substantial group of prisoners, signaling a high-stakes deal with a U.S. envoy tied to President Trump. Among those freed were Nobel Peace Prize laureate Ales Bialiatski and prominent opposition figure Maria Kalesnikava, both part of a batch totalling 123 prisoners. In exchange, Washington agreed to lift sanctions on Belarusian potash, a pivotal fertilizer ingredient and a sector where Belarus remains a leading global producer.
This move marks the largest prisoner release since talks began earlier this year between Lukashenko and U.S. representatives. Western governments have long criticized Lukashenko for crushing dissent and for Belarus’s role in supporting Russia’s war in Ukraine. U.S. envoy John Coale suggested that around 1,000 political prisoners could be freed in the coming months, potentially in one large group, if the current momentum continues. He also asserted that removing most sanctions would be feasible once there are no remaining political prisoners—describing the deal as a fair exchange.
Bialiatski, who shared the 2022 Nobel Prize in Peace, has spent years advocating for political prisoners and protections for human rights. He had been imprisoned since July 2021. On release, he appeared visibly older but smiled broadly as he reunited with exiled opposition leader Sviatlana Tsikhanouskaya near the U.S. embassy in Lithuania. He told Reuters that he had spent a night in a prison dorm with about 40 others and was still adjusting to being free. He emphasized that the broader human rights struggle was far from finished, noting that thousands remain imprisoned and that the fight must continue.
Kalesnikava, who had been a leading voice in the 2020 protests against Lukashenko, was among those moved to Ukraine after the release. She expressed overwhelming happiness at the moment of freedom, describing the first free sunset she could witness and the joy of reuniting with people close to her. Her sister Tatsiana Khomich shared concerns about leaving Belarus but looked forward to hugging Maria again, reflecting the personal toll of the years apart.
From the U.S. side, the effort is framed as part of a broader strategy to reduce Lukashenko’s reliance on Putin and to promote gradual political change, though opposition figures have remained skeptical about the depth of any real shift. The West previously imposed sanctions to punish the crackdown on dissent and Belarus’s cooperation with Russia’s invasion of Ukraine. The Belarusian opposition argued that sanctions should persist until there is meaningful systemic change, including democratic reforms and accountability for war-related actions.
As the latest developments unfold, Lukashenko has long denied that political prisoners exist, sometimes labeling opponents as bandits. He has also argued that freeing them could invite renewed conflict. Trump has publicly described Lukashenko as a highly respected leader and has urged broader prisoner releases, suggesting as many as 1,300 to 1,400 individuals could be freed in time.
The U.S. embassy in Lithuania reiterated that Washington remains open to further engagement with Belarus to advance American interests and to press for the release of remaining political prisoners. Human rights groups in Belarus, such as Viasna, maintain higher counts of political prisoners, documenting over a thousand cases prior to these releases."
